What is the difference between post and courier for a parcel from China?

They are two separate systems. Post means the national postal services: China Post (including its EMS express service) hands the parcel to Pakistan Post, which delivers it inside Pakistan. Most cheap AliExpress orders travel this way, often after a consolidator such as Cainiao has bundled them. Courier means a private express network such as DHL Express, UPS (through TCS, which announced it as UPS's authorised service contractor in Pakistan in 2016) or FedEx, which carries the parcel on its own aircraft and handles it from pickup to your door.

The route decides almost everything else: how fast it is, how well you can track it, who deals with customs and how you pay any duty.

How can you tell which route your parcel is on?

Look at the tracking number. International postal items use the Universal Postal Union's S10 format: 13 characters made of two letters, eight digits, one check digit and a two-letter country code for the post office that issued it. A number ending in CN was issued by China Post. The first letter hints at the service:

If your number does not follow this pattern, it is most likely a courier or consolidator number, tracked on that company's own site.

How does tracking differ?

Courier tracking is continuous. The same company scans the parcel at pickup, export, the flight, import customs and delivery, so you see every step on one page.

Postal tracking is handed over between countries. China Post or the consolidator tracks it to departure. Once it reaches Pakistan, Pakistan Post's Express Mail Track and Trace System on ep.gov.pk takes over, using the same tracking number. In between, a postal parcel can go quiet for days or weeks. How does customs handle a postal parcel?

For inbound mail, Pakistan Customs examines dutiable articles and sets the duty based on the value of the goods. Pakistan Post does not set the duty. It only collects it on Customs' behalf, through its own manual system. Pakistan Post says plainly that it has no online system or call centre for collecting duty, and that it never asks for payment through its website, a link, a cash app or a card.

In practice this means a dutiable postal parcel can be held while it is assessed, then delivered with duty to pay, or you may be asked to collect it from a post office. How it works can vary by city and item, so if your parcel is held, call the Pakistan Post helpline on 051-111-111-117 or visit your local post office with your CNIC and tracking number.

How does customs handle a courier parcel?

A courier clears your parcel itself, acting as a licensed clearing agent. DHL's Pakistan guidance says it asks for the receiver's CNIC because Customs needs to verify the receiver's identity before release, and that the name on the airway bill must match the CNIC exactly. A misspelled name can push the parcel into manual processing and delay it.

If duty is due, DHL says guest receivers get an SMS or email with a secure link to pay through its On Demand Delivery system before the parcel is delivered. DHL says clearance is usually done within one to two business days once the documents are right. Other couriers have their own process, so watch for a call or message from the courier named on your tracking page. If someone else will receive the parcel for you, couriers typically ask for an authority letter and both CNICs.

Is there a duty-free limit for small parcels?

Only a very small one. Section 19C of the Customs Act, as amended by the Finance Act 2025, says no duties and taxes are demanded where the value of goods imported through post or courier does not exceed one thousand rupees. It was five thousand rupees before. Above the limit, the whole parcel can be assessed, not just the part above it. Customs can also treat several parcels from one sender as one import. What payment scams should you watch for?

Fake "customs fee" messages are common. Pakistan Post warns that it never asks for online payment through its website and that you should not pay through any link, phone call, cash app or card while tracking an item. Its only official sites are ep.gov.pk and pakpost.gov.pk.

  • If a message says your postal parcel is held and asks you to pay through a link, it is not from Pakistan Post.
  • For courier parcels, only pay through the courier's own website or app. Type the address yourself instead of tapping a link if you are unsure.
  • Check the tracking number in the message against the one you were given. Scam messages often use random numbers.

What should you do if a parcel is stuck?

  1. Check which system it is in from the tracking number format.
  2. For post, track it on ep.gov.pk, then call 051-111-111-117 or file a complaint through the Pakistan Post complaints page.
  3. For courier, call the courier with the waybill number and your CNIC ready, and ask whether documents or duty are pending.
  4. Keep the seller's invoice or order screenshot. Customs may ask for proof of value.

  • The order or invoice. A courier clearing your parcel needs a commercial invoice showing the declared value, a description of the item, the country of origin and both addresses. For a platform order, keep the order page screenshot showing what you paid.
  • Your CNIC. For a courier, the name on the airway bill must match it. For post, take it with you if you collect.
  • The tracking number and any messages from the seller about dispatch.

Do post and courier treat restricted items differently?

The rules on what can enter Pakistan are the same whichever route the parcel takes. Phones and other SIM devices still need PTA registration through DIRBS after arrival, and medicines need DRAP approval. Pakistan Post's own guide bars explosive, flammable and dangerous substances from the post, and airlines restrict loose lithium batteries and power banks, which affects both routes since both usually fly. Which should you choose for one item?

Post makes sense for cheap, light items you are not in a hurry for. Courier makes sense when time matters, when the item is valuable enough that losing track of it would hurt, or when you want customs dealt with for you. The catch is cost: courier rates for one small parcel can be more than the item.
