What is the CPFTA?

The China-Pakistan Free Trade Agreement is a bilateral trade agreement between the two governments. The first phase took effect in 2007 and a second phase, often called CPFTA Phase II, came into force in late 2019 and widened the list of goods with reduced or zero customs duty. The agreement covers goods in both directions. For Pakistani importers, it means that many products of Chinese origin can enter Pakistan at a lower customs duty rate than the same products from, say, Vietnam or Germany, provided the origin is proven.

Which taxes does it reduce?

Only one: customs duty. This is the point most buyers miss. Pakistan charges several taxes on an import, and the FTA touches just the first line.

So if an item carries 20 percent customs duty and CPFTA brings it to zero, the saving is that 20 percent of customs value and the knock-on effect on the taxes calculated on top of it. What is a Certificate of Origin?

A Certificate of Origin (CO) is a document that certifies the goods were produced in China under the agreement's rules of origin. For the CPFTA, the preferential certificate is issued in China by authorised bodies, commonly the China Council for the Promotion of International Trade (CCPIT) or China Customs, on application by the exporter. It lists the exporter, the importer, the goods, their HS code and the origin criterion met. It must match the invoice and the goods declaration. A general certificate of origin or a seller's statement on the invoice is not the same thing and does not give the preferential rate.

Does every Chinese product qualify?

No. Three conditions have to hold at once. First, the goods must be on the agreement's list of covered PCT codes at a reduced rate. Pakistan kept a list of protected lines, so some common consumer goods are not covered or only partially reduced. Second, the goods must meet the rules of origin, which usually require that they were wholly produced in China or that enough of their value was added there. A product assembled in China from mostly foreign parts may not qualify. Third, the preferential Certificate of Origin must accompany the shipment and be accepted by Pakistan Customs. Can an individual buying one item use CPFTA?

In theory, yes, there is no rule against it. In practice, almost never. The certificate is applied for by the exporter for a specific shipment. A marketplace seller on Taobao, 1688 or AliExpress will not apply for one for a single piece, and most would not know how. Trading companies on Alibaba sometimes can for a commercial order, with a fee and a few days' delay, but it is unusual for one unit. Consolidated air freight shipments carrying many unrelated parcels are not covered by one certificate either. The result is that one-off parcels are assessed at the normal customs duty rate.

How much difference does it make on a single item?

Less than people hope. Even where the certificate is obtainable, the reduction applies to customs duty only, and the cost and delay of getting the document can exceed the saving on one unit. The FTA was built for registered commercial importers clearing containers under their own NTN, where a few percentage points across a large consignment is meaningful. For a buyer who wants one gadget or one garment, the tax stack is what it is, and the useful questions are what the item's PCT code is and whether the item is restricted, not whether an FTA applies. What does this mean when you use a single-item service?
